Peter Sullivan Blackwell

One of the librarians at the state library found Peter S. Blackwell's farewell speech to Steelton City Council. The article was in the Harrisburg Telegraph. The date of publication was December 24, 1913. Blackwell said he had been in Steelton for 29 years and on City Council for 10 years. A picture (engraving) is printed with article.

Blackwell rose to a point of personal privilege and made his farewell speech. He said that when he first came to council, he did not know how to make motions and made them backwards (so he mastered parliamentary procedure). This is a very early date. I think Blackwell later returned to Steelton City Council.
