Listing of Enslaved Persons
The State of Pennsylvania took an enumeration of taxable inhabitants every seven years. Known as the Septennial Census, this enumeration also listed slaves in each county, by township, for some of the years. The amount of information on the slaves varies greatly. Some townships list the names of the slaves, others give only age and sex. Some townships include the descriptions "negro" or "mulatto". Slaveholders were not named in this census for this county. Note that Perry County was created from Cumberland County in 1820, therefore modern day Perry County townships are included here.
The ages of enslaved persons in this census are generally higher than in the 1800 census and fewer are listed. This is to be expected as the 1780 Gradual Abolition law began to take effect. Below each township heading is a transcript of the wording in the original document, with the original spellings. My notes and comments are in parentheses. Commas separate the data which was under appropriate headings on the census form. Those headings were "Names," "Sex," "Colour" and "Ages."

Total number of slaves enumerated: 44 -- A decrease of 99 people from the 143 enslaved persons listed on the 1800 Septennial Census for this county.
Average (mean) age of all slaves listed: 39.6 years. This average does not include the two slaves whose ages were unreadable from the original document.
Oldest slave enumerated: Rachel, a female slave in Toboyne Township, who was listed as 70 years old. Twenty of the forty-two slaves whose ages are known, or 47.6%. are age 40 and over. This is an increase of 7.7 percentage points over the 1800 census. This represents data for the adult slave population, as children were not enumerated in this census.
Youngest slave enumerated: Frank, a male slave in Tyrone Township, who was listed as 24 years old. Frank's year of birth, if his age is accurately listed, would have been 1783. Since slaves born after 1780 were not to be considered "slaves for life," his presence on this list is unusual. Those slaves, who were held in bondage until their twenty-eighth year, were seldom listed on earlier Septennial Census records. There are three other such slaves listed in this census.
