Documenting African Americans in
 Franklin County, Pennsylvania 1778 - 1790

Carolyn Shearer of Chambersburg, Pennsylvania has researched and documented the following information about early African American slaves, free persons and families in Franklin County, Pennsylvania.  Her research covers the time period from before the formation of Franklin County, when the townships documented below were still a part of Cumberland County, to the early years of the county.  Franklin County was formed on September 9, 1784.

MITCHELL, JAMES, Antrim. Nuncupative will. October 13, 1780/7 February 1781.
The day before he died he said that his part of his father's estate should be devised betwixt his wife and 2 daus. House in Carlisle to go to his 2 daus. together with house that belonged to his grandmother, now in dispute. Plantation he lived on to go to his son and eldest dau. Wife Mary. Son, Andrew and two daus. Clothes to be divided between his two bros. Bro. Ross to have care of the three children.

To set Negro man Bristo free at age 31.

He asked the witnesses to go for Elias Davison to draw his will but there was no paper in the house. Elias Davison and Henry Pauling were to return the next evening but James Mitchell died before they arrived.

Wit: John Kenneday, James Crawford, Elias Davison.
Admrs. widow Mary Mitchell and bro. Ross Mitchell. D. 31-3.

[Antrim Township is now in Franklin County, PA. James Mitchell owned 330 acres of land in the 1780 Antrim tax list, but no horses, cows or Negroes. He is not listed on the 1778 tax list of either Carlisle or Antrim.]

James Dickey 1  [Editor's note:  An excerpt from the article "The Late Seth Dickey of Mercersburg," by Charles J. Stoner, notes that in 1882, Calvin Dickey II visited his uncle Seth Dickey in Mercersburg.  A relative, James Chambers, took him around the area.  Calvin wrote "Among other things Jim Chambers took me to see an aged colored woman who claimed formerly to have been a slave on the Dickey place, when there were slaves in Penna. She could not remember any definite facts, and was mostly interested in getting me to give her some money for tobacco. Her claim to have been a slave may have been all bunk, a source of a touch once in a while, whenever any of the Dickeys came around."  While the woman in the story may or may not have actually been a slave to the Dickey family at one time, the writer acknowledges the existence of elderly African American former slaves in this community shortly before the turn of the century.  Source:  "The Late Seth Dickey of Mercersburg By Charles J.
